What the Government Shutdown Means for Food Assistance

Congress missed the Sept. 30 deadline to fully fund the government—triggering a government shutdown that throws federal government employees, people who work for federal contractors and the federal nutrition programs that support our neighbors facing hunger in communities across the country into uncertainty.

While we can’t say how long a shutdown will last, know this: The Feeding America network of food banks, pantries and other meal programs is committed to doing everything we can to help affected families.

We put together an FAQ on how the shutdown will affect programs that help people access food.

What does the government shutdown mean for federal employees and people who work for federal contractors?

People who work for federal contractors could see their pay impacted immediately. In the event of an extended shutdown, active-duty military members, reservists and other people on the Department of Defense pay schedule will miss their first full paycheck on Oct. 15. Federal civilian employees will receive a partial paycheck at that time. If the government shutdown continues through October, federal civilian employees will miss their first full paycheck on Oct. 29, and Defense employees will miss their second full paycheck on Oct. 31.

Food banks across the country are available to everyone, including federal employees, people who work for a federal contractor and other individuals impacted by the shutdown. Although there are rules that prohibit federal employees from accepting gifts from the public, they are allowed to receive charitable assistance from nonprofits and other organizations that aid their communities.

If you meet the eligibility requirements, you can also apply for SNAP—a program that provides monthly funds to help people buy groceries. If you aren’t already enrolled in the program, the Feeding America network can help you apply for the Supplemental Nutrition Assistance Program (SNAP).

SNAP benefits should be issued in full and on time through at least October.

Can people still apply for SNAP benefits?

Yes, even if the federal government is shut down, you can still apply for SNAP, and we don’t expect changes to the application process throughout October. If you aren’t already enrolled in the program, the Feeding America network can help you apply for SNAP.

What does the government shutdown mean for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) benefits?

States should continue issuing WIC benefits in full and on time through a short shutdown. Your local WIC office can provide more information on how benefits may be impacted in your state.

Will children still be able to get school meals?

Yes. Meal programs for children are expected to operate as normal through at least October. This includes school breakfast, lunch and after-school meals offered through the Child and Adult Care Food Program (CACFP).

What does the shutdown mean for people who participate in senior food box programs?

The Commodity Supplemental Food Program (CSFP), or senior food box program, should not be disrupted in October.
